Toggling Brightness outside Add in

Does anyone know if it is possible to make an add in to toggle brightness from a certain value to another value outside of the add in itself (and by values I mean the very specific values just like the Utilities Add in does) using PrizmSDK or any other tools

That sounds like it requires running some add-in "in the background", which no isn't possible with current tech, and also a bit edgy. I wouldn't count on it.
